The work is devoted to the problem of interpretation fuzzy semantics cognitive descriptions spatial relations in natural language and their visualization a geographic information system (GIS). solution determining location an object based on vague observer considered. task relevant critical situations when there no way report exact coordinates observed object, except by describing its relative itself. Such situation may be result crime, terrorist act or disaster. An who finds itself at scene transmits text message, which description place (for example, crime scene, dangerous objects, crash site). can further extracted from message. proposed approach formalization observer's phrases, with it describe relations, form set linguistic variables that determine direction distance object. Examples membership functions for are given. knowledge base built basis phrases observers corresponding regions. Algorithms constructing regions GIS have been developed.
